Psicotropicus, Centro Brasilero de Políticas de Drogas
Psicotropicus es una organización no gubernamental fundada en 2003 que trabaja para cambiar la actual política de drogas. Esta organización pionera ayudó a sacar el debate sobre las drogas de la marginalidad a la que había sido relegado, y llevarlo al centro de las discusiones diarias. Porque nosotros vemos claros indicios de que la actual política prohibicionista sólo ha servido para exacerbar el “problema mundial de las drogas”, resultando en aumento de violencia, corrupción y poder del mercado ilícito de las drogas.
Psicotropicus no promueve el uso de drogas legales o ilegales, sino todo lo contrario. Pero reconoce que no es el papel del Gobierno controlar el accionar de los individuos sobre sus propio cuerpos, y mucho menos castigar por ello. Somos plenamente conscientes de la existencia de abuso de drogas y el potencial auto-destructivo del consumo de drogas. Sin embargo, vemos que la política brasileña de guerra contra las drogas y contra los usuarios de drogas, alineados a los EE.UU., actualmente es una catástrofe que impide una acción eficaz para enfrentar el problema.
Por eso proponemos que la sociedad deje a un lado sus miedos y sus prejuicios, realizando un serio esfuerzo para desarrollar políticas de drogas que promueven la tolerancia y el sentido común en lugar de la represión y la hipocresía. Bogamos por el fin de la guerra contra las drogas y porque los recursos destinados a militares, jurídicos y policiales sean reasignados a la salud y la educación.
No sigamos insistiendo en una política cuyo costo-beneficio es lamentable, que durante varios años ha contribuido a la actual “epidemia de crack” entre nuestros niños y jóvenes; a la discriminación que enfrentan los usuarios de drogas en los servicios de salud; y la creciente violencia y el miedo en las calles de nuestra ciudad.
El uso de drogas en sí mismo no perjudica los derechos de los demás. En un Estado democrático no hay justificación para la prohibición de las drogas.
Se necesita valentía para intentar un nuevo enfoque. Definitivamente tenemos que hacerlo.
