Europe: the use of syringes for drug use is diminishing. According to the most recent report from the European Monitoring Center for Drugs and Drug Addiction (EMCDA), in most European countries the use of narcotics via needle use is declining or remaining stable. New website: the Human Cost of the “War on Drugs”. The former presidents of Mexico, Ernesto Zedillo, Brazil, Fernando Henrique Cardoso, and Colombia, César Gaviria, signed the “Declaration of Vienna” from the International AIDS Conference 2010, which asked for alternative to the “War on Drugs” by considering that it has failed. The document indicates that the “War on Drugs” led to an increase in organized crime, to an escalation of violence, to the overcrowding of prisons and also to a higher risk of contracting HIV. The declaration, which was open to signature by experts as well as the general public on June 28th, “seeks to improve community health and safety by calling for the incorporation of scientific evidence in illicit drug policy”.
