Experts in Drug Policy from Thirteen Countries Meet in Rio de Janeiro
It will be held on August 26 and 27 in Auditorium of the Law School of the Federal University of Rio de Janeiro as part of the Second Latin American Conference and the First Brazilian Conference on Drug Policy. They will focus on geopolitics and trafficking, decriminalization, and alternative treatments. The conference is organized by two civil society organizations: Intercambios (Argentina) and Psicotrópicus (Brazil).
(Rio de Janeiro, July 21, 2010) A year since the First Latin American Conference on Drug Policy, the debate over trafficking, use, decriminalization, and governmental policies increased throughout the region. With the participation of experts from thirteen countries, academics, officials, and activities, the Second Latin American Conference on Drug Policy will take place on August 26 and 27 in the Auditorium of the Law School of the Federal University of Rio de Janeiro. It is the most important event in the region on drug policy that, this year, is in Brazil.
The conference, which took place last year in Buenos Aires, was marked by the expectation of the imminent ruling of Argentine’s Supreme Court that would declare the criminalization of drug possession for personal use unconstitutional. In that framework, the participation of Eugenio Zaffaroni, one of the judges of the highest courts, as a panelist meant that the topic became part of the agenda for the national media and the media across the region.
Something similar happened in Brazil this year when Vice Minister of Justice, Pedro Vieira Abramovay, announced a few days ago that his government is analyzing the decriminalization of marijuana use. At the same time, Ex-President, Fernando Henrique Cardoso, pointed out that current legislation deserves to be reviewed and critiqued policies that focused on the repression of the user. As such, the Second Latin American Conference has the possibility of again being a voice box and impetus for advancing drug policy.
Human Rights and Drug Policy
In the context of the marked defeat of the so-called “War on Drugs,” one of the most outstanding points of the agenda is “Human Rights and Drug Policy: Preventative and Welfare Policies and the Place of Drug Users in the Agenda of the United Nations.” The specialists will also discuss integrative care, socio-cultural context, and legislative reforms, among other topics.
The Second Latin American Conference on Drug Policy will bring together more than thirty panelists from thirteen countries. The experts will include: Ethan Nadelman (DPA), Manuel Cardoso (Institute on Drugs and Addiction of Portugal), José Serrano Salgado (Minister of Justice and Human Rights of Ecuador), Mónica Cuñarro (Director of the Secretary that coordinators drug policy in Argentina), Reynaldo Molina Salvatierra (Program of Support to Social Control of the Production of the Coca Leaf in Bolivia), Pedro Gabriel Godinho Delgado y Mariangela Simao (both from the Ministry of Health of Brazil), Luis Astorga (investigator from UNAM in Mexico), Francisco Thoumì (Colombian expert), and Paulo Teixeira (Federal Deputy for the Worker’s Party of Brazil).
