Brasil: Máximos funcionarios públicos y expertos en drogas de trece países se reúnen en Río. Con la participación del Ministro de Justicia del Brasil Luis Paulo Teles Barreto, del Ministro de Salud José Gómes Temporão y del Secretario Nacional de Políticas sobre Drogas (SENAD) Paulo Roberto Yog de Miranda Uchoa, el próximo 26 de agosto se inaugura la II Conferencia Latinoamericana sobre Políticas de Drogas, que se realizará en Río de Janeiro. La Conferencia, que cuenta con la adhesión de la Oficina de Naciones Unidas Contra las Drogas y el Delito (ONUDD) y ONUSIDA, reúne a los máximos expertos y funcionarios públicos de la región. El encuentro es patrocinado por la Fundación Open Society Institute, el Programa Nacional de DST, Aids e Hepatites Virais y Viva Río y es avalado por la Comisión Económica para América Latina (CEPAL), el Consorcio Internacional sobre Políticas de Drogas (IDPC), la Drug Policy Alliance (DPA), el Transnational Institute (TNI) y la Oficina en Washington para Asuntos Latinoamericanos (WOLA), entre otros organismos. Brasil: Crean en el Distrito Federal la Subsecretaría de Políticas de lucha contra las drogas. El gobernador del Distrito Federal, Rogério Rosso (PMDB), firmó un decreto que crea la Subsecretaría de Políticas de lucha contra las drogas. El organismo estará vinculado al Departamento de Justicia, Derechos Humanos y Ciudadanía (Sejus), y será responsable de desarrollar políticas públicas de prevención, represión y tratamientos para el usuario de sustancias ilegales y su familia. Bolivia: Evo ordena lucha contra el narcotráfico a las Fuerzas Armadas. En el acto por el 185 aniversario de la creación de las Fuerzas Armadas de Bolivia, el presidente Evo Morales anunció que el Gobierno continuará con el equipamiento de la institución militar y más en los comandos conjuntos que están ubicados en las fronteras, con el fin de luchar contra el narcotráfico y el contrabando. Argentina: Declaran inconstitucional en la provincia de Chubut reprimir la tenencia de droga para uso personal. El Tribunal Oral Federal (TOF) de Comodoro Rivadavia declaró inconstitucional la segunda parte del artículo 14 de la Ley 23.737, que se refiere a la sanción penal para aquella persona que tenga escasa cantidad de estupefacientes para consumo personal. Fue durante el juicio en el que se absolvió a un vendedor ambulante de Río Mayo, quien en 2008 resultó detenido en un irregular operativo y sindicado como narcotraficante. El 20 de septiembre de ese año se llevó a cabo un megaoperativo en Río Mayo ordenado por la Justicia Federal. México: Gobierno entrega jeringas a adictos. En Tamaulipas, usuarios de drogas son apoyados por el Gobierno mediante la entrega de jeringas descartables. Así lo dio a conocer Alejandro Cortes Calderón, jefe del Departamento de VIH (Virus de Inmunodeficiencia Adquirida) de la Secretaría de Salud en la entidad. Un total de siete mil usuarios de drogas al año forman parte de esta política de reducción de daños. La distribución del kit de inyección segura se realiza en los “picaderos” donde la mayoría de las personas más pobres adquieren las sustancias. Uruguay: Proyecto por consumo de drogas. El diputado Daniel Radío (Partido Independiente) se reunió con el Movimiento por la Liberación del Cannabis. La reunión tuvo por finalidad intercambiar información con este movimiento acerca de las consecuencias y los beneficios que puede traer aparejado la liberalización del consumo de determinadas sustancias que hoy están prohibidas en Uruguay.
