Se realiza en Río de Janeiro el encuentro sobre políticas de drogas
más importante de la región
Tres ministros brasileños y las principales autoridades en políticas de drogas de Argentina, Ecuador y Uruguay debatirán alternativas a la criminalización y persecución que lleva a la cárcel sólo al microtráfico sin desarmar el crimen organizado. Será durante la II Conferencia Latinoamericana de Políticas de Drogas, que reúne a expertos de trece países y cuenta con el auspicio de la Organización Panamericana e la Salud (OPS/OMS) , la Oficina de Naciones Unidas Contra las Drogas y el Delito (ONUDD) y de ONUSIDA.
(Río de Janeiro, 17 de Agosto de 2010) Con la participación del ministro de Justicia del Brasil Luiz Paulo Teles Barreto, del ministro de Salud José Gomes Temporão, el secretario nacional de Políticas sobre Drogas (SENAD) Paulo Roberto Yog de Miranda Uchoa y Paulo Vannuchi, ministro de la Secretaría Especial sobre Derechos Humanos, el próximo 26 de agosto se inaugura la II Conferencia Latinoamericana de Políticas de Drogas en Río de Janeiro, en el Noble Salón de la Facultad Nacional de Derecho de la Universidad Federal.
Durante el 26 y 27 de agosto disertarán miembros de la Organización Panamericana de la Salud (OPS/OMS), la Oficina de Naciones Unidas Contra las Drogas y el Delito (ONUDD) y otros organismos de Naciones Unidas, funcionarios públicos y expertos de Brasil, Argentina, Uruguay, Bolivia, Colombia, Ecuador, México, Chile y Perú. La meta: abrir el debate sobre las alternativas políticas ante el fracaso de la guerra contra las drogas impulsada en los últimos veinte años.
“Una investigación del Ministerio de Justicia de Brasil revela que la mayor parte de las condenas por delitos de tráfico de drogas no afectan a grupos criminales fuertemente armados sino a pequeños vendedores, solos y sin armas. Esto abre la pregunta de quién es el real destinatario de la política de represión a las drogas y sobre la ‘clientela’ del sistema penal”, advierte Luiz Paulo Guanabara, director de Psicotropicus, co-organizadora local de la II Conferencia Latinoamericana sobre Políticas de Drogas y la I Conferencia Brasilera, en asociación con Intercambios Asociación Civil, responsable regional del evento.
La misma pregunta atraviesa los debates en toda la región. El Ministro de Justicia de Ecuador, José Serrano Salgado, entrevistado por la participación de su cartera en la Conferencia (ver http://conferenciadrogas.com/?page_id=4887&lang=es) explicó que en su país las reformas tienden “a perseguir al crimen organizado que opera detrás de los más débiles que caen en el sistema penal”. Y para esto propone establecer una tabla de dosis de tenencia para de uso personal. En la misma línea, el viceministro de Justicia del Brasil, Pedro Vieira Abramovay, quien disertará en el panel Derechos Humanos y Políticas de Drogas, anunció que su gobierno analiza despenalizar el consumo de marihuana.
El panel dedicado a Reformas Legislativas en América Latina contará además con la exposición de la fiscal argentina Mónica Cuñarro, secretaria ejecutiva de la Comisión Nacional Coordinadora de Políticas Públicas en Materia de Prevención y Control del Tráfico Ilícito de Estupefacientes, la Delincuencia Organizada Transnacional y la Corrupción, el Ministro de la Suprema Corte de Justicia de la República Oriental del Uruguay, Jorge Ruibal Pino, el especialista boliviano en la problemática de la hoja de coca y narcotráfico Diego Giacoman Aramayo y el diputado Federal de San Pablo Paulo Teixeira.
Finalmente, Manuel Cardoso, miembro del Consejo Directivo del Instituto de Droga y Toxicomanía de Portugal presentará en el panel “Políticas socio-sanitarias” la experiencia de ese país en despenalización, citada como ejemplo en todo el mundo. Esta mesa, moderada por Milton Romani, secretario general de la Junta Nacional de Drogas del Uruguay, contará también con la exposición de Pedro Gabriel Godinho Delgado, coordinador Nacional de Salud Mental, Alcohol y otras Drogas del Ministerio de Salud de Brasil.
La conferencia cuenta con la adhesión de la Organización Panamericana de la Salud (OPS/OMS) ONUSIDA, la Oficina de las Naciones Unidas contra la Droga y el Delito (ONUDD), la Comisión Económica para América Latina (CEPAL), la Secretaria de Asistencia Social y Derechos Humanos de Brasil (SEASDH), el Consorcio Internacional sobre Políticas de Drogas (IDPC), el Transnational Institute (TNI), la Oficina en Washington para Asuntos Latinoamericanos (WOLA) y la Drug Policy Alliance (DPA), entre otras instituciones. Además, es patrocinada por la Fundación Open Society Institute, el Programa Nacional de ITS, SIDA y Hepatitis Viral del Ministerio de Salud del Brasil y Viva Rio.
Intercambios Asociación Civil es una organización clave en América Latina en temas de reducción de daños y políticas de drogas. Desarrolla acciones de incidencia política, investigación, distribución de información y fortalecimiento de capacidades. Organiza la Conferencia Latinoamericana de Políticas de Drogas, coordinó el proceso de discusión de la sociedad civil en la región sobre las metas fijadas por la Sesión Especial de la Asamblea de Naciones Unidas sobre Drogas (UNGASS) y lleva organizadas siete Conferencias Nacionales de Políticas de Drogas. Es organizadora de las I y II Conferencias Latinoamericanas.
Psicotropicus es una ONG fundada en 2003 que trabaja para cambiar la actual política de drogas. Es una asociación pionera en Brasil que ayudó a sacar el debate sobre drogas de la marginalidad en la que se encontraba y traerlo al centro de discusiones cotidianas. Tiene como objetivo reducir significativamente los daños causados por la política de drogas vigente, a través de la movilización, del diálogo, de la información confiable, apoyando investigaciones y generando conocimiento para que tengamos una sociedad donde el “problema mundial de las drogas” sea abordado desde otro enfoque. Es organizadora de las II Conferencia Latinoamericana y I Conferencia Brasilera en Políticas de Drogas.
