Se inauguró la II Conferencia Latinoamericana sobre Políticas de Drogas
“No haremos un muro en nuestra frontera para combatir el narcotráfico”
Así lo afirmó el secretario nacional de justicia del Brasil, Pedro Abramovay, en la inauguración de la II Conferencia Latinoamericana y I Conferencia Brasilera sobre Políticas de Drogas al referirse a las distintas formas de dar respuesta a los desafíos ligados al narcotráfico. Hoy y mañana, en el Salón Noble de la Facultad Nacional de Derecho de Río de Janeiro, representantes de gobiernos y expertos de trece países de la región debaten un nuevo modelo de abordaje a los problemas asociados con las drogas en el encuentro organizado por Psicotropicus de Brasil e Intercambios de Argentina.
(Río de Janeiro, 26 de Agosto de 2010) “Brasil tiene un papel importante y valiente: tenemos una frontera seca de 15 mil kilómetros y es imposible pensar una política de drogas que ignore la relación con los vecinos. No haremos muros en nuestras fronteras porque sólo significarían asesinatos en masa para nuestros vecinos: queremos construir puentes y no muros“, afirmó el secretario nacional de Justicia Pedro Abramovay al participar de la inauguración de la II Conferencia Latinoamericana y I Conferencia Brasilera Sobre Políticas de Drogas que con el auspicio de la Organización Panamericana de la Salud (OPS) y organizada por Psicotropicus e Intercambios se realiza desde hoy en el Salón Noble de la Facultad de Derecho de la Universidad Federal de Río de Janeiro.
Del panel de apertura de la Conferencia también participaron Paulo Roberto Yog de Miranda Uchoa, secretario nacional de Políticas sobre Drogas (SENAD); Pedro Gabriel Godhino Delgado, coordinador del Programa de Salud Mental del Ministerio de Salud de Brasil; Luciana Boiteux, coordinadora del Grupo de Investigaciones en Políticas de Drogas y Derechos Humanos en la Facultad Nacional de Derecho de la Universidad Federal de Río; Luiz Paulo Guanabara, director de Psicotropicus, organizadora local de la Conferencia y Graciela Touzé, presidenta de Intercambios, asociación civil con quince años en política de drogas y organizadora regional de la conferencia.
En la inauguración los funcionarios del gobierno de Lula se diferenciaron de las políticas estadounidenses que en los últimos veinte años lideraron el llamado paradigma de guerra contra las drogas. “Hoy en día es imposible hablar de militarismo en nuestra política, si la comparamos con la política de los Estados Unidos”, afirmó Paulo Roberto Yog de Miranda Uchoa, secretario nacional de la SENAD. Uchoa reclamó que “el control del narcotráfico no es sólo una cuestión policial sino responsabilidad de toda la sociedad”, al recordar que no se han conformado la mayoría de los Consejos Estatudales y Municipales que impulsa el gobierno del presidente Lula Da Silva para la participación social en la definición de las políticas públicas.
Desde Psicotropicus, organizadora local de la Conferencia, su director Luiz Paulo Guanabara afirmó que todavía hace falta “desmilitarizar la política de drogas y descriminalizar la atención de la salud”, ya que “un sistema económico y bélico nos lleva a niveles de violencia intolerables, como al que asistimos hoy en México y hemos visto antes aquí en Brasil”. Desde la asociación civil Intercambios, organizadora regional de las Conferencias Latinoamericanas sobre Políticas de Drogas, su presidenta Graciela Touzé señaló que “el cambio discursivo que implica reconocer el fracaso de la guerra contra las drogas aún no se ha traducido en políticas concretas que lleguen a la gente”. Enumeró que falta instalar políticas de seguridad no represivas y políticas de Estado a largo plazo.
En ese sentido, Abramovay reconoció que “la legislación brasilera atravesó prejuicios, pero tiene deficiencias todavía”. Precisó que, si al principio del proceso judicial la policía dice que una persona es narcotraficante, aunque al final se compruebe que era consumidora pasará todo el tiempo hasta el juicio en la cárcel. Y así, una persona que no tenía vínculo con el crimen organizado puede comenzarlo en prisión. “Este es un tema prohibido dentro del debate sobre las políticas de drogas. Es importante esta Conferencia, porque pone el dedo en la llaga”, señaló.
Finalmente, Pedro Gabriel Godhino Delgado, coordinador del Programa de Salud Mental del Ministerio de Salud de Brasil, afirmó que “es preciso que la política de salud pública de respuestas en las áreas de inclusión social y de prevención” y señaló que “la actual ley es un progreso importante, porque diferencia usuario de traficante, pero necesita mayor revisión”.
La II Conferencia Latinoamericana y I Conferencia Brasilera Sobre Políticas de Drogas se desarrolla hoy y mañana. Es la primera vez que en Brasil se reúne un número tan importante de expertos en drogas, entre ellos el portugués Manuel Cardoso, miembro del Consejo Directivo del Instituto de Droga y Toxicomanía de Portugal, cuyo país ha despenalizado la tenencia personal de todo tipo de drogas para separar el tráfico del consumo, con medidas alternativas a la prisión.
Mañana, viernes 27, la producción y el tráfico, el papel de las fuerzas armadas y la corrupción y el papel jugado por la política exterior de los Estados Unidos, serán analizados por el estadounidense Ethan Nadelmann, doctor de la Universidad de Harvard y y por el mexicano Luis Astorga, coordinador de la Cátedra UNESCO “Transformaciones económicas y sociales relacionadas con el problema internacional de las drogas”.
Por la tarde, se debatirán las reformas legislativas en distintos países. En este panel exponen la argentina Mónica Cuñarro, integrante de Comisión Coordinadora de Políticas Públicas en Materia de Prevención y Control del Tráfico Ilícito de Estupefacientes, la Delincuencia Organizada Transnacional y la Corrupción, el ministro de la Suprema Corte del Uruguay, Jorge Ruibal Pino, el diputado federal Paulo Teixeira y el boliviano Diego Giacoman Aramayo, especialista en la problemática de la hoja de coca y narcotráfico.
La conferencia cuenta con la adhesión de la OPS/OMS, ONUSIDA, la Oficina de las Naciones Unidas contra la Droga y el Delito (ONUDD), la Secretaria de Asistencia Social y Derechos Humanos de Brasil (SEASDH), el Consorcio Internacional sobre Políticas de Drogas (IDPC), el Transnational Institute (TNI), la Oficina en Washington para Asuntos Latinoamericanos (WOLA) y la Drug Policy Alliance (DPA), entre otras instituciones. Además, es patrocinada por la Fundación Open Society Institute, el Programa Nacional de ITS, SIDA y Hepatitis Viral del Ministerio de Salud del Brasil y Viva Rio.
