Law degree, University of Salamanca (Spain) and University College Galway (Ireland), Masters in Law and Institutions of the European Union, Institute for European Studies at the Free University of Brussels (Belgium), Diploma in Decentralization and Local Development in Latin America, Universidad Alberto Hurtado (Chile).

Section Chief of the Institution Building and Integral Program Section of The Inter-American Drug Abuse Control Commission of the Organization of the American States (CICAD/OAS), in which he coordinates projects for the institutional development of the national systems of drugs in Latin America and the Caribbean; in charge of the Social Integration Program and Drugs of CICAD / OAS.

Worked for the creation and development of 13 National information and research systems (National Observatories) on drugs in Latin America and the Caribbean; prior experience as legal advisor to the private sector and, as director of international relations, in private sector entities, Local Public Administration and the university context, both in Belgium and in Spain.

 Member of the Spanish Professional Circle for the Development of  Washington.
