Councilman of Bogota; Bachelor of Social Science from the Karl Marx Institute of Germany with a graduate degree in Administrative Institutions of the University of the Andes of Colombia and Development Policy at the Institute of Development Studies of Switzerland. Currently chooses his degree in Philosophy from the St. Thomas University in Bogota.

Councilman Bogotá between 1990 and 1991, Diplomat in Geneva to the UN Human Rights between 1994 and 1995, founder of the environmental Group Agendabogotá in 2002, founder of PDI, coordinator of the Reconciliation Network and Nonviolent Political Action District, between 2004 and 2006, member of the National Directorate of PDA and  current environmentalist councilor to Bogotá for the Progressive Movement.

He has maintained direct contact with the community related to environmental issues or conflicts, social and humanitarian problems that compromise health and quality of life of the residents of the capital. It has also promoted the empowerment of groups fighting for issues considered marginal in the city and has managed to coordinate their work in the district with national initiatives. It highlights the defense of individual liberties and proposals on issues of psychoactive substance use and drug policy for the district. These proposals are within the global trend of harm reduction and drug policy reform.
