The following satellite meetings will take place during the 5th Latin American and 1st Central American Conference on Drug Policy:

MONDAY, SEPTEMBER 1

The New Reality in Mesoamerican Migration: Psychological aspects of migration and the impact of drug policies on vulnerable populations

-Organized by: Centro Internacional para los Derechos Humanos de los Migrantes (CIDEHUM) and the Costa Rican Association for Drug Study and Intervention (ACEID)

-Objective: This session aims to analyze the dynamics of migration in Central America, from countries of origin, transit, destination, and return, principally in the countries of the Northern Triangle: El Salvador, Guatemala and Honduras.  Participants will delve into the reality of migrants and their experiences with vulnerability and violence that lead to, (often forced) displacement.  Participants will discuss the relation between this violence and illegal drug markets and the policies that are implemented to control them.

Workshop: Ending the War on Drugs: How to win the debate in Latin America

-Objective: This workshop aims to equip participants with the discursive tools necessary to explain, with confidence and authority, arguments in favor of the reform of drug policy in Latin America with a focus on the legal regulation of drug markets.

Meeting of the Latin American Network of People who Use Drugs (LANPUD) (TBD)

-Objective: This meeting will bring together Central American activists in pursuit of the continuation and unification of activities that encourage the participation of people who use drugs in the reform, design, and application of policies according to scientific evidence and the necessities of people who use drugs.

Continental Meeting of Latin American Cannabis Activists

Women, Drug Policy and Incarceration in the Americas: Perspectives from governments and communities

-Objective: This round table will be centered on women, drug policy, and alternative approaches to current public policy.  It will focus on the theme of distinctive modes of participation of women in the illicit drug market and on violations of human rights.  It will explore the social impact of incarceration and the challenges of reintegration into the community.

Meeting of Latin American Youth

-Objective: This forum offers a space in which civil society representatives can give input and collaborate with governments in the drafting of the Resolution of the Special Session of the General Assembly of the Organization of American States, which will take place on September 19th in the City of Guatemala, Guatemala.

“Crece desde el pie”: How to regulate the marijuana market while promoting new forms of development

-Objective: This meeting will be a moment to reflect on the pertinence of marijuana regulation in Latin America and will encourage a discussion of the ideal models of development in the region.  Transform will present its new manual, “How to Regulate Cannabis” and the social movement Proderechos, from Uruguay, will present the laws of cannabis regulation and the current state of their enforcement and application in the country.

Meeting “Drug Policies in Latin America: Dialogue between governments and civil society”

The Epidemic of HIV and People Who Use Drugs in Latin America: Evidence and analysis of the response

-Objective: The purpose of this meeting is to present a series of research projects (supported by the Open Society Foundations) documenting abuses in detention centers in Latin America intended to provide treatment for drug users.  The research is taking place in 6 countries (Brazil, Colombia, Guatemala, Mexico, Puerto Rico, and the Dominican Republic), and ideally representatives from other countries will participate in the meeting to share the details of similar projects in other countries.  Furthermore, we will have a discussion about how to develop a strategy (national or regional) to draw attention to the problem of forced treatment and abuses that are committed in the name of “treatment,” while supporting a human rights-based, therapeutic approach and best practices.

-Objective: In the last decade, the consumption of smoked cocaine, known in Latin America as pasta básica, paco, bazuco, piedra, roca or crack, has grown, extended, and diversified geographically, in social sectors, and in forms of use.  The health and social impact associated with the use of this type of substance requires comprehensive and interdisciplinary approaches that focus on improving the quality of life of people who smoke cocaine and reducing the adverse consequences of consumption.
