Head of the Alternative Development Program at the United Nations Office in Colombia (UNODC), since 1999.

Has been professor and researcher at the Universidad de los Andes; and Secretary-General of the Interdisciplinary Center for Regional Development (CIDER), at the same university. He has also taught at the National University, and the Externado University, and Co-authored several books on rural development at ESAP.
