Francisco Thoumi (Colombia) Economist at la Universidad de los Andes. PhD from the University of Minnesota. Co-founder and Member of Editorial Board of Razón Pública. Expert researcher in the economics of drug policy and crime, Thoumi was the Research Coordinator for the Global Program Against Money Laundering and the Director of the United Nations’ World Report on Drugs in 2000. Thoumi has written extensively on drug use and crime, and is head and visiting professor at several universities.
