Luis González Placencia. President of the Human Rights Commission of the Federal District, Mexico.

With a professional career of more than 20 years, he has distinguished himself as much in the academic environment as in the environment of local and federal public service.  He stands out in the National System of Investigators and National Council of Technology and Science, which recognized him in 2004 as a National Investigator, level 2.

Meanwhile, his participation in public administration has been characterized by the practical application of theory to the solution of real problems.  His concern for human rights is objective in its assertion that these rights must be central to public policy and not the limit, which approximates their work for political rights with a constitutional rule of law.  With this vision he contributed as much to the drawing up of the Diagnostic as to the Program of Human Rights of the Federal District.
