Inter-American Drug Abuse Control (CICAD)’s Assistant Executive Secretary, for Multidimensional Security (SMS) of the Organization of American States.

He had been serving as the chief of CICAD’s Anti-Money Laundering Section since its creation in late 1999. Franzini-Batlle originally came to the OAS as an intern in 1995 and joined the OAS staff in November 1996, working in CICAD’s Legal Development Unit.

Franzini is a Law Graduate from the Universidad de la República Oriental del Uruguay (1985) and obtained his Masters Degree in Public Administration from American University in 1996. He also did postgraduate studies in Business Law at the Centro de Estudios de Montevideo (1987) and in Criminal Law at the Universidad de Salamanca, Spain in 2007.

While living in Montevideo he worked for the newspaper EL DIA, where he held the positions of Sub-director and Chief Editor, from 1985 to 1988. Between 1989 and 1990, he worked as an editorial writer for Diario Lea in Montevideo, and from 1989 to 1994, he wrote for Guía Financiera, for which he was a member of the Editorial Board. In 1992 and 1993, he taught Journalism and Communication at St. Patrick’s College in Montevideo. In addition, he practiced law from 1985 until his departure for the US in 1993.
