He graduated in Psychology at the National University of La Plata (UNLP-Argentina). He worked at the Undersecretary on Criminal Policy and Penitentiary Issues (dependent of the Ministry of Justice and Human Rights) in the implementation of National Plan to Prevent Crime (2002-2005). Later, he was transferred to the National Secretary of Human Rights. Nowadays, he is director of the Office of Mental Health and Addiction.

He is professor and researcher at the University of Buenos Aires (UBA-Argentina), the National University of La Plata, and the University of Barcelona (Spain).
