En su sexto año consecutivo como diputado estadual, volvió a la Asamblea Legislativa del Estado de Río de Janeiro de pasar por el poder ejecutivo. De enero de 2007 a mayo de 2008 fue secretario de medioambiente durante el gobierno de Sérgio Cabral, y de mayo de 2008 a marzo de 2010, ejerció el cargo de Ministro de Ambiente del gobierno de Lula.
Defensor del socialismo libertario, Minc ha dirigido su actuación política hacia la conquista de una mayor calidad de vida para la población, luchando no solo por el medio ambiente, sino por la conquista de los derechos de ciudadanía, por la auto-organización de la sociedad para la defensa de las mujeres, los homosexuales y de los afrodescendientes, entre otras acciones.
Su acción parlamentaria abarca temas como la defensa el medio ambiente, la seguridad pública, la salud laboral, ética en la política y la fiscalización del presupuesto y del uso presupuestario del Estado de Río de Janeiro. Líder estudiantil, participó de la resistencia contra la dictadura militar, y fue preso en 1969 con 18 años y más tarde, exiliado.
En 1979, con Amnistía, volvió al Brasil, y comenzó a destacarse en la lucha medioambiental. Fundador del Partido Verde junto a Fernando Gabeira, Alfredo Sirkis y otros compañeros, Minc Fue electo diputado estatal por primera vez en 1986, en coalición con el PT. Afiliándose al PT durante su mandato, fue reelecto diputado estatal en 1990, 1994, 1998, 2002 y 2006.
En 1989 recibió el Premio Global 500, otorgado anualmente por la ONU a quienes se destacan internacionalmente en las luchas en defensa del medioambiente. Actualmente es profesor adjunto licenciado del Departamento de Geografía de la Universidad Federal de Río de Janeiro, con maestría en Planeamiento Urbano y Regional en la Universidad Técnica de Lisboa (1978) y doctorado en Economía del Desarrollo en la Universidad de París I Sorbonne (1984).
