Es Lic. en Psicología (UNLP). Especialista en Psicología Forense (UBA). Docente e investigador UNLP y UBA. Docente responsable del nodo Argentina del Grupo de Investigación y Formación de COPOLIS de la Universidad de Barcelona, España. Dictó los seminarios de “Psicología Política de la Salud Mental Pública en Argentina” y de “Psicología Comunitaria con énfasis en Promoción de la Salud”, ambos en la UNLP. Participó en la Formación de extensionistas en diversas funciones hasta llegar a dirigir proyectos y programas, de promoción de la salud y de externación de pacientes mentales asilados. Entre otras publicaciones, es autor de Psicología de la Dictadura: el experimento argentino psico-militar, y co-autor de dos libros ¿Es necesario encerrar? El derecho a vivir en comunidad, y de Desarrollo Humano en Comunidades Vulnerables: el método de Clínica de la Vulnerabilidad Psicosocial. Compilador el libro Psicología Forense y Derechos Humanos (Vol. 1: la práctica profesional psicojurídica ante el paradigma Jus-Humanista) y está próximo a publicarse el Vol. 2: El Sujeto, la Ley y la Salud Mental, en el curso del 2010.
Trabajó como Asesor en la Secretaría de Derechos Humanos y en la Dirección Nacional de Política Criminal, ambos organismos del Ministerio de Justicia y DDHH de la Nación. Actualmente, a partir de su carrera académica y profesional fue convocado por la Presidenta de la Nación para hacerse cargo de la Dirección Nacional de Salud Mental y Adicciones (Decreto Nº 457/2010), dependiente del Ministerio de Salud de la Nación, donde se desempeña desde abril de 2010
