Comienza la II Conferencia Latinoamericana sobre Políticas de Drogas
Un nuevo rumbo en las políticas de drogas
Con el auspicio de la Organización Panamericana de la Salud (OPS) y la participación de los ministros de Salud y Justicia del Brasil, hoy jueves 26 de agosto se inaugura la II Conferencia Latinoamericana sobre Políticas de Drogas.
Las consecuencias de la política antidrogas en México y qué lecciones deja para la región, los debates abiertos en Brasil y Argentina sobre despenalización, la experiencia en atención a usuarios de drogas en Uruguay y Portugal y los pasos dados por Ecuador desde el indulto a las mulas, además de la situación de países productores como Bolivia, Perú y Colombia serán ejes del encuentro.
La sede de la Conferencia es en el centro de la ciudad, en el Noble Salón de la Facultad de Derecho de la Universidad Federal de Río, en R. Moncorvo Filho, 08.
(Río de Janeiro, 26 de Agosto de 2010) Para construir un mapa sobre los problemas asociados a las drogas en América Latina y avanzar en propuestas alternativas a la “guerra contra las drogas que se transforma en guerra contra las personas que consumen drogas” se realiza hoy jueves 26 y mañana viernes 27 de agosto en el Salón Noble de la Facultad de Derecho de la Universidad Federal de Río, la II Conferencia Latinoamericana y I Conferencia Brasilera sobre Políticas de Drogas, organizada por Psicotropicus e Intercambios, dos organizaciones de la sociedad civil comprometidas con las reformas de las políticas de drogas en todo el continente.
La necesidad de revisar las políticas de drogas se basa, para los organizadores, en su ineficacia: “Estudios oficiales del Ministerio de Justicia en Brasil y de la asociación Intercambios en Argentina demuestran que en ambos países no se persigue al narcotráfico sino que las víctimas del sistema penal arrestadas por drogas son personas solas, pobres y sin armas”, señala Luiz Paulo Guanabara, director de Psicotropicus. Por su parte, Graciela Touzé, presidenta de Intercambios -organizadora regional del encuentro- agrega: “Hay un cambio discursivo sobre las políticas de drogas, el desafío es convertirlo en políticas para la gente”.
Es la primera vez que en Brasil se reúne un número tan importante de expertos en drogas, entre los que se encuentran: Milton Romani, secretario general de la Junta Nacional de Drogas y Jorge Ruibal Pino, ministro de la Suprema Corte de Justicia, ambos del Uruguay. Expone la representante de la Comisión Nacional Coordinadora de Políticas Públicas en Materia de Prevención y Control del Tráfico Ilícito de Estupefacientes de la Argentina, Mónica Cuñarro; el colombiano Francisco Thoumi, investigador experto en economía política de las drogas y el delito; el boliviano Reynaldo Molina Salvatierra, coordinador General del Programa de Apoyo al Control Social de la Produccion de la Hoja de Coca y el peruano Ricardo Soberón Garrido, director del Centro de Investigación Drogas y Derechos Humanos, entre otros.
La complejidad del fenómeno de las drogas y sus múltiples facetas incluyen aspectos como la producción y el tráfico de drogas, el papel de las fuerzas armadas y la corrupción política. Estos aspectos, y el papel jugado por la política exterior de los Estados Unidos hacia América Latina, serán analizados por el estadounidense Ethan Nadelmann, doctor por la Universidad de Harvard y Magister en Relaciones Internacionales por la London School of Economics, fundador y director ejecutivo de la Drug Policy Alliance. En el mismo panel expoondrá el mexicano Luis Astorga, doctor en Sociología por la Universidad de París y coordinador de la Cátedra UNESCO “Transformaciones económicas y sociales relacionadas con el problema internacional de las drogas”
Participa además el portugués Manuel Cardoso, miembro del Consejo Directivo del Instituto de Droga y Toxicomanía de Portugal, cuyo país ha despenalizado la tenencia personal de todo tipo de drogas para separar el tráfico del consumo, con medidas alternativas a la prisión.
Por el Brasil harán presentaciones Pedro Vieira Abramovay, secretario Nacional de Justicia - Ministerio de Justicia de la Republica Federativa de Brasil; Pedro Gabriel Godinho Delgado, coordinador nacional de Salud Mental, Alcohol y otras Drogas del Ministerio de Salud de Brasil; Jorge da Silva, miembro de la Comisión Brasileña sobre Drogas y Democracia y ex secretario de Estado de Derechos Humanos de Rio de Janeiro, Rubem César Fernandes, director ejecutivo de Viva Rio; Luciana Boiteux, experta en derecho penal e integrante del Consejo Consultivo de la Red Brasileña de Reducción de Daños y Derechos Humanos (REDUC); el diputado federal Carlos Minc.
El papel de los organismos de Naciones Unidas tiene un lugar en el debate, dado que han elaborado una serie de resoluciones, declaraciones y documentos pero sus acciones no son suficientes ni sistemáticas. Para analizar esta situación exponen: Bo Mathiessen, representante Regional de la Oficina de las Naciones Unidas contra la Droga y el Delito (ONUDD); Pedro Chequer, coordinador del Programa Conjunto de las Naciones Unidas sobre el VIH SIDA (ONUSIDA) en Brasil y Marcelo Vila, de la Organización Panamericana de la Salud (OPS/OMS).
La conferencia cuenta con la adhesión de la OPS/OMS, ONUSIDA, la Oficina de las Naciones Unidas contra la Droga y el Delito (ONUDD), la Comisión Económica para América Latina (CEPAL), la Secretaria de Asistencia Social y Derechos Humanos de Brasil (SEASDH), el Consorcio Internacional sobre Políticas de Drogas (IDPC), el Transnational Institute (TNI), la Oficina en Washington para Asuntos Latinoamericanos (WOLA) y la Drug Policy Alliance (DPA), entre otras instituciones. Además, es patrocinada por la Fundación Open Society Institute, el Programa Nacional de ITS, SIDA y Hepatitis Viral del Ministerio de Salud del Brasil y Viva Rio.
Intercambios Asociación Civil es una organización clave en América Latina en temas de reducción de daños y políticas de drogas. Desarrolla acciones de incidencia política, investigación, distribución de información y fortalecimiento de capacidades. Organiza la Conferencia Latinoamericana de Políticas de Drogas, coordinó el proceso de discusión de la sociedad civil en la región sobre las metas fijadas por la Sesión Especial de la Asamblea de Naciones Unidas sobre Drogas (UNGASS) y lleva organizadas siete Conferencias Nacionales de Políticas de Drogas. Es organizadora de las I y II Conferencias Latinoamericanas.
Psicotropicus es una ONG fundada en 2003 que trabaja para cambiar la actual política de drogas. Es una asociación pionera en Brasil que ayudó a sacar el debate sobre drogas de la marginalidad en la que se encontraba y traerlo al centro de discusiones cotidianas. Tiene como objetivo reducir significativamente los daños causados por la política de drogas vigente, a través de la movilización, del diálogo, de la información confiable, apoyando investigaciones y generando conocimiento para que tengamos una sociedad donde el “problema mundial de las drogas” sea abordado desde otro enfoque. Es organizadora de las II Conferencia Latinoamericana y I Conferencia Brasilera en Políticas de Drogas.
