¿Cómo ven los organismos internacionales
a los usuarios de drogas?
¿Qué grado de prioridad tienen los usuarios de drogas en la agenda de los organismos multilaterales en la región? ¿Cómo podría incrementarse la atención sobre estas poblaciones? Con estas preguntas se abrió la mesa “Los usuarios de drogas en la agenda de los organismos multilaterales“, que el jueves 26 por la tarde convocó a representantes de cuatro agencias de Naciones Unidas y a la agencia de cooperación internacional Alianza Internacional. El encuentro puso de manifiesto las diferentes miradas que existen en las agencias sobre los problemas asociados a las drogas.
(Jueves 26/08/10; 14:00 a 15:45)En una misma mesa, la Oficina de Naciones Unidas contra la Droga y el Delito (ONUDD), el Programa Conjunto sobre VIH/SIDA (ONUSIDA), la Organización Panamericana de la Salud (OPS/OMS), el Programa de Naciones Unidas para el Desarrollo (PNUD) y de la agencia de cooperación Alianza Internacional contra el VIH/Sida plantearon cuál es la mirada y experiencia de los organismos multilaterales en la construcción de la agenda pública.
“Las políticas de drogas tienen que ver con pensar en la prevención, la promoción de la salud y el respeto de los derechos humanos, buscando también la seguridad pública a través del combate al crimen organizado”, señaló Bo Mathiesen, representante regional de la ONUDD para Brasil y el Cono Sur.
Por su parte, Pedro Chequer, coordinador de ONUSIDA en Brasil, destacó el rol del movimiento social del VIH y drogas y afirmó que “es necesario expandir la oferta de servicios para usuarios de drogas seropositivos”.
Desde la OPS/OMS, Marcelo Vila, coordinador subregional en VIH/ITS señaló que “los prejuicios y estigma a los usuarios de drogas también existen en la salud pública”. Vila afirmó que “si no hay servicios de salud para usuarios de drogas, y si las y los usuarios de drogas ven que pueden ser prejuzgados simplemente por usar drogas, no buscarán los servicios de salud.” En ese mismo sentido, David Rui Villa-Franca, representante del PNUD señaló que desde esta agencia “se prioriza el desarrollo humano en general y no se restringe a un abordaje de salud exclusivamente”.
Finalmente, Javier Hourcade Bellocq, representante regional para América Latina y el Caribe de la Alianza Internacional contra el VIH/sida, director ejecutivo de Amigos del Fondo Mundial - Latinoamérica y Caribe, afirmó que “en los países donde se encarcela al usuario de drogas, hay mayor prevalencia del VIH entre usuarios de drogas inyectables”
Para concluir la mesa, su moderador Pablo Cymerman, responsable del área de Relaciones Institucionales de Intercambios e investigador de la Universidad de Buenos Aires destacó que tanto la Asamblea General de las Naciones Unidas como varias de las agencias elaboraron en estos años resoluciones, declaraciones y documentos orientadores, y se hace necesario abrir canales para evaluar cómo incrementar la atención a las usuarias y usuarios de drogas.
