The most important meeting on drug policy in the region will take place in Rio de Janeiro
Three Brazilian ministers and main authorities on drug policies in Argentina, Ecuador, and Uruguay will discuss alternatives to criminalization and persecution that sends small time traffickers to prison without dismantling organized crime. It will take place during the Second Latin American Conference on Drug Policy that brings together experts from thirteen countries and is under the auspice of the United Nations Office on Drugs and Crime (UNODC) and UNAIDS.
(Rio de Janeiro, August 17, 2010) With the participation of the Brazil’s Minister of Justice, Luiz Paulo Teles Barreto; the Minister of Health, José Gomes Temporão; the National Secretary of Drug Policy (SENAD), Paulo Roberto Yog de Miranda Uchoa; and Paulo Vannuchi, Minister of the Special Secretary on Human Rights, the Second Latin American Conference on Drug Policy will begin on August 26 in the Noble Salon of the National Law School of the Federal University in Rio de Janeiro.
Intercambios Civil Association is a leading organizer in Latin American on the topics of harm reduction and drug policy. It carries out strategies of political impact, investigations, distribution of information, and capacity building. It organizes the Latin American Conference on Drug Policy, coordinated the discussion among civil society in the region on the fixed goals of the Special Session of the National Assembly on Drugs (UNGASS), and has organized seven National Conferences on Drug Policy. It is the organizer of the First and Second Latin American Conferences.
On August 26 and 27, members of the Pan-American Health Organization (PAHO), the United Nations Office on Drugs and Crime (UNODC) other United Nations organizations, public officials, and experts from Brazil, Argentina, Uruguay, Bolivia, Colombia, Ecuador, Mexico, Chile, and Peru will give presentations. The goal: to open up the debate on policy alternatives to the failure of the War on Drugs over the last twenty years.
“An investigation by Brazil’s Ministry of Justice reveals that a large part of the sentences for drug trafficking crimes do not affect heavily armed criminal groups, but small time venders, individuals, and the unprotected. This opens up the question of who is the real target of the drug repression policy as well as the “cliente” of the penal system,” warns Luiz Paulo Guanabara, Director of Psicotropicus, local co-organizer of the Second Latin American Conference on Drug Policy and the First Brazilian Conference, in association with Intercambios Civil Association, the regional organization responsible for the event.
The same question traverses debates across the region. The Minister of Justice of Ecuador, José Serrano Salgado, interviewed for the participation of his portfolio in the conference, (see attached archive) explained that in his country reforms tend to “persecute organized crime that operates behind the weakest that fail into the penal system.” And because of this, he proposes establishing a table of doses for possession for personal use. In the same vein, Brazil’s Vice Minister of Justice, Pedro Vieira Abramovay, who will speak in the panel titled “Human Rights and Drug Policy,” announced that his government is analyzing the decriminalization of marijuana use.
The panel titled “Legislative Reforms in Latin America” will include the presentation of Argentine District Attorney Mónica Cuñarro, Executive Secretary of the National Coordinating Commission on Public Policies on Prevention and Control of Illicit Drug Trafficking, Transnational Organized Crime, and Corruption; Jorge Ruibal Pino, Minister of the Supreme Court of Justice of Uruguay; Diego Giacoman Aramayo, Bolivian specialist on the coca leaf and drug trafficking; and Federal Deputy for the Worker’s Party of Saõ Paulo, Paulo Teixeira.Lastly, Manuel Cardoso, member of the Council of Directors of the Institute on Drugs and Addiction of Portugal will present in the panel titled “Socio-health Policies” on the experience of that countries with decriminalization, cited as an example around the world. This roundtable, moderated by Milton Romani, General Secretary of Uruguay’s National Drug Board, will also include a presentation by Pedro Gabriel Godinho Delgaso, National Coordinator of Mental Health, Alcohol, and Other Drugs of Brazil’s Ministry of Health.
The conference is supported by UNAIDS, the United Nations Office on Drugs and Crime (UNODC), the Economic Commission for Latin America (CEPAL), Brazil’s Secretary of Social Assistance and Human Rights (SEASDH), the International Drug Policy Consortium (IDPC), the Transnational Institute (TNI), the Washington Office on Latin America (WOLA), Drug Policy Alliance, and other institutions. It is also sponsored by the Open Society Institute, Brazil’s National Program on STDs, AIDS, and Viral Hepatitis of the Ministry of Health, and Viva Rio.
Psicotropicus is an NGO founded in 2003 that works to change current drug policy. It is a pioneering association in Brazil that helped draw the drug debate out from the margins in that it brought it to the center of everyday discussions. Its objective is to significantly reduce the harms caused by current drug policy through mobilization, dialogue, reliable information, supporting investigations, and generating knowledge in order to have a society where the “global drug problem” is approached from a different perspective. It is the organizer of the Second Latin American Conference and the First Brazilian Conference on Drug Policy.
