Será realizado no Rio de Janeiro o encontro sobre Política de Drogas mais importante da região
Três ministros brasileiros e as principias autoridades em políticas de drogas da Argentina, Equador e Bolívia debaterão alternativas a criminalização e perseguição que leva à cadeia somente o micro-tráfico sem desmontar o crime organizado, durante a II Conferência Latino-Americana de Políticas de Drogas, que conta com o apoio do Organização Panamericana da Saúde (OPAS/WHO), do Programa Conjunto das Nações Unidas sobre HIV/Aids (UNAIDS) e Escritório das Nações Unidas Contra a Droga e o Crime (UNDOC) .
(Río de Janeiro, 17 de Agosto de 2010) Com a participação do Ministro da Justiça do Brasil Luiz Paulo Teles Barreto, do Ministro da Saúde José Gomes Temporão, do Secretário Nacional de Políticas sobre Drogas (SENAD) Paulo Roberto Yog de Miranda Uchoa e do Paulo Vannuchi, Ministro da Secretaria Especial sobre Direitos Humanos, será realizada no dia 26 de agosto a II Conferência Latinoamericana de Políticas de Drogas, no Salão Nobre da Faculdade Nacional de Direito da Universidade Federal do Rio de Janeiro.
Durante os dia 26 e 27 de agosto participarão especialistas da Organização Panamericana da Saúde (OPAS), a UNDOC e outros organismos da ONU, políticos e especialistas da Argentina, Bolívia, Colômbia, Equador, México, Chile e Peru. A meta: abrir o debate sobre as alternativas políticas diante do fracasso da guerra às drogas que vem acontecendo nos últimos vinte anos.
“Uma investigação do Ministério da Justiça do Brasil revela que a maior parte das condenações por delitos de tráfico de drogas não afetam grupos criminais fortemente armados e sim os pequenos vendedores, sozinhos e desarmados. Isto abre a pergunta de quem é, afinal, o real destinatário da política de repressão bélica às drogas e sobre a real “clientela” do sistema penal de drogas, afirma Luis Paulo Guanabara, diretor da Psicotropicus, organizadora local da II Conferência Latinoamericana de Políticas de Drogas e da I Conferência Brasileira, em parceria com a Intercambios Asociación Civil, responsável regional pelo evento.
A mesma pergunta atravessa os debates em toda a região. O Ministro da Justiça do Equador, José Serrano Salgado, disse numa entrevista sobre sua participação no encontro (ver em www.conferenciadrogas.com) que em seu país as reformas propostas tendem “a perseguir o crime organizado que opera focando os mais frágeis que acabam caindo no sistema penal”. E para isto propõe estabelecer uma tabela de valores para uso pessoal e porte. Estas ideias seguem a mesma linha de raciocínio que as do atual Secretário Nacional de Justiça do Brasil, Pedro Vieira Abramovay, que anunciou que o atual governo analisa despenalizar o consumo da maconha. Ambos serão palestrantes da II Conferência Latinoamericana de Políticas de Drogas, nas mesas sobre “Reformas Legislativas na América Latina” e “Direitos Humanos e Políticas de Drogas” respectivamente.
O painel dedicado a “Reformas Legislativas na América Latina” contará com a participação de Serrano Salgado, com a apresentação da promotora de justiça argentina Mónica Cuñarro, Secretaria Executiva da Comissão Nacional e Coordenadora de Políticas Públicas em Matéria de Prevenção e Controle do Tráfico Ilícito de Drogas. Representando a Delinquência Organizada Transnacional e a Corrupção, estará presente o Ministro da Suprema Corte da Justiça da República Oriental do Uruguai, Jorge Ruibal Pino, além do especialista boliviano na problemática da folha de coca e o narcotráfico Diego Giacoman Aramayo e o Deputado Federal de São Paulo, Paulo Teixeira.
Manuel Cardoso, membro do Conselho Diretor do Instituto de Droga e Toxicomania de Portugal apresentará a experiência desse país na descriminalização dos usuários de drogas, que é citada como exemplo em todo o mundo e participará do painel sobre “Políticas sócio-sanitárias”, que será mediado por Milton Romani, Secretário Geral da Junta Nacional de Drogas do Uruguai e contará também como expositor com Pedro Gabriel Godinho Delgado - coordenador Nacional de Saúde Mental, Álcool e Outras Drogas do Ministério da Saúde do Brasil.
Para analisar “O papel dos usuários de drogas na agenda das organizações multilaterais” estarão presentes Bo Mathiesen, representante da UNDOC; Marcelo Vila, coordenador subregional em HIV/DST para o Cone Sul da Organização Panamericana da Saúde (OPAS/WHO) e representantes do UNAIDS, do Programa das Nações Unidas para o Desenvolvimento (PNUD) e da Aliança Internacional contra o HIV/AIDS.
A Conferência conta com a adesão de POAS/WHO, do UNAIDS, do Escritório das Nações Unidas contra a Droga e o Crime (UNODC), a Comissão Econômica para América Latina e Caribe (CEPAL), a Secretaria Estadual de Assistência Social e Direitos Humanos do Rio de Janeiro (SEASDH), o Consórcio Internacional sobre Políticas de Drogas (IDPC), o Transnational Institute (TNI), o Escritório em Washington para Assuntos Latino Americanos (WOLA) e a Drug Policy Alliance (DPA), entre outras instituições. O evento conta com o patrocínio da Fundação Open Society Institute (OSI), o Programa Nacional de DST/AIDS e Hepatites Virais e a coordenação de saúde mental do Ministério da Saúde do Brasil e o Viva Rio.
Intercambios Asociación Civil (Buenos Aires/Argentina) é uma organização importante na America Latina no tema de redução de danos e política de drogas. Desenvolve ações de incidência política, investigação, distribuição de informação e fortalecimento de capacidades. Organiza a Conferência Latinoamericana de Políticas de Drogas, coordenou o processo de discussão da sociedade civíl na região sobre as metas fixadas pela sessão especial da Assembléia das Nações Unidas sobre Drogas (UNGASS) e foi a responsável pela organização das sete Conferências Nacionais de Políticas de Drogas.
Psicotropicus (Rio de Janeiro/Brasil) é uma ONG fundada em 2003 que trabalha para mudar a atual política de drogas. É uma associação pioneira no Brasil que ajudou a tirar o debate sobre drogas da marginalidade em que se encontrava e traze-lo ao centro de discussões cotidianas. Tem como objetivo reduzir significativamente os danos causados pelas políticas de drogas vigentes, através da mobilização, do diálogo, da informação confiável, apoiando investigações e gerando conhecimento para que tenhamos uma sociedade onde o “problema mundial das drogas” seja abordado a través de outro foco.
