Expertos en políticas de drogas de trece países se reúnen en Río de Janeiro
Será el 26 y 27 de agosto en el auditorio de la Facultad de Derecho de la Universidad Federal de Río de Janeiro, en el marco de la II Conferencia Latinoamericana sobre Políticas de Drogas y la I Conferencia Brasileña. Se concentrarán en geopolítica y tráfico, despenalización y tratamientos alternativos. La Conferencia es realizada por dos organizaciones de la sociedad civil: Intercambios, de Argentina, y Psicotrópicus, de Brasil.
(Río de Janeiro, 21 Julio de 2010) A un año de la I Conferencia Latinoamericana sobre Políticas de Drogas, el debate sobre tráfico, consumo, despenalización y políticas gubernamentales se incrementó en toda la región. Con la presencia de expertos de trece países, académicos, funcionarios y activistas, el próximo 26 y 27 de agosto en el auditorio de la Facultad de Derecho de la Universidad Federal de Río de Janeiro, se realizará la II Conferencia Latinoamericana sobre Políticas de Drogas. Se trata del evento más importante de la región en políticas de drogas, que este año tiene sede en Brasil.
La Conferencia, realizada el año pasado en Buenos Aires, estuvo signada por la expectativa ante la inminencia del fallo de la Corte Suprema de Justicia de la Argentina que declararía inconstitucional la penalización de la tenencia para consumo personal. En ese marco, la participación de uno de los jueces del máximo tribunal como panelista, Eugenio Zaffaroni, el encuentro sirvió para que el tema se instalara en la agenda de los medios nacionales y de toda la región.
Algo similar ocurre este año en Brasil, ya que hace pocos días viceministro de Justicia Pedro Vieira Abramovay anunció que su gobierno analiza despenalizar el consumo de marihuana. A su vez, el ex presidente Fernando Henrique Cardoso señaló que la actual legislación merece ser revisada y criticó las políticas centradas en la represión al consumidor. La II Conferencia Latinoamericana tiene así la posibilidad de volver a convertirse en caja de resonancia e impulso para el avance de las políticas sobre drogas.
Derechos Humanos y Políticas de Drogas
En el contexto de un marcado rechazo a la denominada “guerra contra las drogas”, uno de los puntos más destacados del temario se refiere a Derechos Humanos y Políticas de Drogas: políticas preventivas, asistenciales, y el lugar de los usuarios de drogas en la agenda de los organismos de Naciones Unidas. Los especialistas expondrán también sobre atención integral, contexto sociocultural y reformas legislativas, entre otros temas.
La II Conferencia Latinoamericana sobre Políticas de Drogas reunirá a más de treinta panelistas de trece países, todos expertos. Sobre los organizadores
Intercambios Asociación Civil es una organización clave en América Latina en temas de reducción de daños y políticas de drogas. Desarrolla acciones de incidencia política, investigación, distribución de información y fortalecimiento de capacidades. Organiza la Conferencia Latinoamericana de Políticas de Drogas, coordinó el proceso de discusión de la sociedad civil en la región sobre las metas fijadas por la Sesión Especial de la Asamblea de Naciones Unidas sobre Drogas (UNGASS) y lleva organizadas siete Conferencias Nacionales de Políticas de Drogas.
Psicotropicus es una ONG fundada em 2003 que trabaja para cambiar la actual política de drogas. Es una asociación pionera en Brasil que ayudó a sacar el debate sobre drogas de la marginalidad en la que se encontraba y traerlo al centro de discusiones cotidianas. Tiene como objetivo reducir significativamente los daños causados por la política de drogas vigente, a través de la movilización, del diálogo, de la información confiable, apoyando investigaciones y generando conocimiento para que tengamos una sociedad donde el “problema mundial de las drogas” sea abordado desde otro enfoque.
