IDPC presentó buenas prácticas en reformas políticas
El Consorcio Internacional sobre Políticas de Drogas (IDPC) presentó su flamante Guía sobre Incidencia Política, que recoge las experiencias de reformas a las políticas de drogas que comienzan a darse en todo el mundo. El libro busca servir de herramienta para replicar la experiencia y convencer a más gobiernos del mundo sobre la posibilidad de llevar adelante transformaciones que descriminalicen a los usuarios y avancen en la proporcionalidad de las penas en relación al tráfico.
(Jueves 26/08/10; 17:45 a 18:30) “En un momento en que en el mundo se comienzan a ver las drogas como un tema de salud, y tenemos los primeros ejemplos de descriminalización de usuarios, con propuestas de alternativas al campo penal vimos la necesidad de difundir estas experiencias”, comenzó Ann Fordham, coordinadora del Consorcio Internacional sobre Políticas de Drogas (IDPC) la presentación de la Guía sobre Incidencia Política elaborada por el Consorcio en el cierre de la tarde del jueves, durante el primer día de la II Conferencia Latinoamericana y I Brasilera sobre políticas de drogas.
La Guía fue comentada por el diputado de Río de Janeiro Carlos Mic, ex ministro de Medio Ambiente de Brasil, quien apoyó los principios sobre los cuales está estructurada la publicación y agregó que “la guerra a las drogas no sólo no cumple con el objetivo de eliminar la oferta de drogas sino que además tiene entre sus efectos colaterales propiciar el control territorial de áreas de la ciudad por parte de los narcotraficantes”.
Mic señaló que la Guía es una herramienta para apoyar alternativas a la guerra contra las drogas, que “crea más corrupción, es un desastre ecológico y mata mucho más que las drogas mismas”. Señaló además que “genera mecanismos de victimización de la sociedad, porque mueren muchas personas y los usuarios no reciben atención”.
La Guía de Incidencia Política de IDPC recoge buenas prácticas en reformas de políticas de drogas y busca “facilitar interacciones con los responsables de definir políticas de estado en todo el mundo”. Se reúnen casos concretos de cambios de políticas en justicia penal, programas sociales y tratamiento de usuarios, entre otros temas.
Al concluir la presentación, Mic se refirió a la legislación de drogas del Brasil: “La ley de 2006 es insuficiente; es usada como mecanismo de selección social: en los barrios de clase media no hay detenidos por uso de drogas y en los barrios pobres hay muchos”. Aclaró que esto se basa en el artículo de la ley que dice que “una persona que ofrece drogas a otras, así no pretenda lucrarse con eso, sí puede ser considerado narcotraficante”. Mic concluyó: “Esta es la excusa que muchas veces se utiliza para detener a los chicos pobres”.
