IDPC apresentou boas práticas em reformas políticas
O Consórcio Internacional sobre Políticas de Drogas (IDPC) apresentou seu inédito Guia sobre Incidência Política, que reúne experiências de reformas nas políticas de drogas que começam a acontecer em todo o mundo. O livro busca servir de ferramenta para replicar a experiência e convencer a mais governos do mundo sobre a possibilidade de levar adiante transformações que descriminalizem os usuários e avancem na proporcionalidade das penas com relação ao tráfico
(Rio de Janeiro, 26/08/2010) “Num momento em que no mundo as drogas começam a ser vistas como tema de saúde, e temos os primeiros exemplos de descriminalização do usuário, com propostas de alternativas ao campo penal, vemos a necessidade de difundir essas experiências”, começou Ann Fordham, coordenadora do Consórcio Internacional sobre Políticas de Drogas (IDPC), sua apresentação do Guia sobre Incidência Política elaborado pelo Consórcio, no final da tarde de quinta-feira,no primeiro dia da II Conferência Latino-Americana e I Brasileira sobre Políticas de Drogas.
O Guia foi comentado pelo deputado do Rio de Janeiro Carlos Minc, ex-Ministro do Meio Ambiente do Brasil, que apoiou os princípios sobre os quais está estruturada a publicação e adicionou que “a guerra às drogas não somente não cumpre com o objetivo de eliminar a oferta de drogas, mas também tem entre seus efeitos colaterais propiciar o controle territorial de áreas da cidade por parte dos narcotraficantes”.
Minc destacou que o Guia é uma boa ferramenta para apoiar alternativas à guerra contra as drogas. E evidenciou que esta guerra “cria mais corrupção, é um desastre ecológico e mata muito mais que as próprias drogas”. Assinalou ainda que “gera mecanismos de vitimização da sociedade, porque morrem muitas pessoas e os usuários não recebem atenção”.
O Guia de Incidência Política do IDPC reúne práticas em reformas de políticas de drogas e busca facilitar interações com os responsáveis em definir políticas de Estado em todo o mundo”. Recolhem-se casos concretos de mudanças de políticas em justiça penal, programas sociais e tratamento de usuários, entre outros temas.
Ao concluir a apresentação, Minc se referiu à legislação de drogas do Brasil: “a lei de 2006 é insuficiennte. É usada como mecanismo de seleção social. Nos bairros de classe média não existem presos por uso de drogas e nos bairros pobre há muitos”. E também esclareceu que isso se baseia no artigo da lei que diz que “uma pessoa que oferece drogas a outras, mesmo que não pretenda lucrar com isso, pode sim ser considerada narcotraficante”. Minc concluiu: “essa é uma desculpa que muitas vezes se utiliza para deter os rapazes pobres”.
